ICT4D Challenges and Lessons Learned: The Experience of the Latin American and Caribbean Region

A knowledge sharing session on ICT4D challenges and lessons learned presented by LAC based organizations. An opportunity to promote knowledge systematization, advocacy and collaborative activities and networking amongst LAC based organizations and GKP members and non-member from other regions.

This round-table session will leverage members' skills, knowledge, capacity and encourage memebrs to network, exchange experiences and identify areas of collaboration with other members. It aims to find collaborative actions especially with regards to GKP's strategic use and members' capacity building and determine Video for Development plans and activities. This session will also provide members an opportunity to provide feedback for the Communication for Development Concept.

Effective Multi-Sector Partnerships (MSPs) are strategic alliances that combine the resources and strengths of government, private sector and civil society in order to address key development challenges. ICT for Development (ICT4D) initiatives that deliver real improvements to the livelihoods of the poor are necessarily multifaceted. Successfully scaling up their outreach and impact is beyond the capability of any one sector of society on its own. It is here that MSPs come into their own. If well designed, such partnerships also deliver significant benefits to the interests of each of the participating partners. This session will feature the MSP Issue Paper which has been revised based on input from members and from the WSIS process, together with a discussion on advocacy regarding MSPs and recommendations for GKP action.

The benefits of an efficient use of ICTs in development, the importance of knowledge and information, as well as opportunities that open up with the efficient use of ICTs and innovative applications, are more and more known to practitioners. The piloting phase cannot go on for ever, but it is a challange, today, to find funds for longer lasting ICT4D projects and for the implementation of national policies. Within WSIS, the financing question is also one of continuous debate and a special Task Force is looking for innovative solutions. Ths session on Financing ICT4D will give an overview of what is being debated internationally and what has been discussed within the GKP already in order to debate over possible contributions the GKP could make. These contributions should be in line with the GKP Strategy 2005 and the specific strengths of the partnership.

Awareness of the social, economic and political impact of the Internet on modern society has brought the question of Internet governance into sharper focus. Who governs the Internet? Who are the actors likely to influence its future development? What will their policies be with regard to infrastructure, e-commerce, content, funding, spam, security, and other issues central to the emerging Information Society? These are some of the key questions that need to be addressed within the framework of Internet governance.

The WSIS Declaration recognizes that "[Y]oung people are the future workforce and leading creators and earliest adopters of ICTs. They must therefore be empowered as learners, developers, contributors, entrepreneurs and decision-makers. We must focus especially on young people who have not yet been able to benefit fully from the opportunities provided by ICTs. We are also committed to ensuring that the development of ICT applications and operation of services respects the rights of children as well as their protection and well-being". This session will address the participation of youth in ICT and draw feedback for recommendations for GKP action.

Despite much talk recently about halving the number of people living in poverty by 2015, absolute poverty remains a serious issue in many countries. Throughout history, technology has invariably exacerbated the rich-poor divide. However, if ICTs have benefited the rich everywhere, shouldn't we be able to use them to benefit the poor? This session will discuss issues and provide recommendations for GKP action.

WSIS affirmed that "development of ICTs provides enormous opportunities for women, who should be an integral part of, and key actors, in the Information Society" and committed to "ensuring that the Information Society enables women's empowerment and their full participation on the basis of equality in all spheres of society and in all decision-making processes" (para. 12). However, the conscious incorporation of the equity principle and a strong gender analysis in all ICT-related policies and activities remains a huge challenge in development, and most times become diminished in priority as "just women's issues". The session will discuss the gender dimension and women's participation in ICT while also creating recommendations for GKP action.

The Declaration of Principles states that "The right to freedom of opinion and expression, as outlined in Article 19, is an essential foundation of the Information Society" (DoP, 4). The short section on media in the Plan of Action (C.9) states that "The media &..have an essential role in the development of the Information Society and are recognised as an important contributor to freedom of expression and plurality of information. "Stronger and more concerted action is needed in addressing issues of legislation in media, independence and pluralism; community media and the portrayal of women among others. The minimum indicative target of all having access to radio and television services needs to be met. This session will discuss the impact of media on ICT and draw consolidated feedback for recommendations for GKP action.

The knowledge and wisdom of all cultures should be valued and promoted. The use of ICTs has the potential to either undermine local cultures through the creation of a globalised mono-culture; or to enhance the ability of all peoples to express themselves and share what of their wisdom they chose to, in a way that strengthens their own local languages. This is a crucial challenge, with 90% of languages threatened by the end of this century. ICTs should be used to promote IK and local content, respecting the rights of authorship and ownership of the people who develop the knowledge. The session will address advocacy issues surrounding indigenous knowledge, local culture and intellectual property rights in order to consolidate feedback on recommendations for GKP action.
